Toggle status of Projects for calculation purposes

The problem:

Projects are coming from a project-sales-monitoring system. 

The resourcing team is doing estamations on how likely those projects are actually going to land:

Project A is going to require 100 hours of work, invovolving 2 people. (Jane & Jim)

Project B is going to require 150 hours of work involving 3 people (Jane, John & Tom) 

Project C is going to require 200 hours of work involving 4 people (Jim, Dan, John, and Tom/Jane)  

All these projects are now sitting in the pipeline and the resource manager is playing around with the likelyhood of winning them, in order to allocate the people accordingly and to understand the budget for those projects. 

Currently, the Resource Manger is calculating the flow for each scenario in Excel. 

Is there a way to do this in Power BI?

Ideally, I would like to have a toogle to mark changes => calculate the new numbers.

Appreciate any help in advance. Thanks!

You can use Field Parameters and Visual Calculations for that. Field Parameters have a design limitation that you (the developer) cannot see in which order they (the users) have picked the columns.  You can use that to your advantage as the user can ick projects in the order they want. Then you can use visual calculations to compute how much of each resource is still available when you pick a certain order of project wins.
