It's not 100% clear from your question how you're intending to use SVG within Power BI so I'll provide answers for a number of situations and hopefully one of them will apply to your scenario.
- If you're loading them in a table/matrix column as an image then you are limited to just seeing them visually and can't assign interactions other than those offered by the table cross-filtering. You can use SVG animations in your code though.
- If you add them to an image container, you can assign a bookmark to the container, which will give some impression of a clickable action.
- If you are procuding a custom visual and rendering SVG elements then you can make use of JavaScript within the visual container to define behaviour of an element.
