Hi!
I have a workspace hosted in Azure embedded capacity, but when my users with free Power BI license try to access the workspace they get a pop-up that directs them to buy the Pro license to access the workspace. These users are assigned with Viewer roles to the workspace.
Am I missing something here or why my users can't access the workspace?

If these users are free user and the workspace which they be granted to as viewer role is not in premium capacity , then these users can't view the content in the workspace unless she/he has the pro license. You can find the details in the following official documentation.
Power BI feature list for users with a free license
Scenario 1: Power BI Free user who has no access to content hosted in Premium capacity.
The first column represents a free user only working with content in My workspace. This user cannot collaborate with colleagues in the Power BI service. Colleagues cannot directly share content with this user, and this user cannot share from My workspace.
Scenario 2: Power BI Free user with Viewer permissions to content stored in Premium capacity.
The second column represents a free user working with content in a workspace that is saved in Premium capacity. This free user:
- has a free user license type
- is part of an organization that has a Premium capacity subscription
- gets content (apps, dashboards, reports, etc.) from Pro or PPU users who share that content using group workspaces in Premium capacity.
- is assigned the Viewer role to those app workspaces.
