We are looking at bursting paginated reports using the API https://docs.microsoft.com/en-us/rest/api/power-bi/reports/exporttofile
Like just about all the other API calls, this uses reportId to identify the target report.
My question is in the service does reportId remain constant? What circumstances would it change?

AFAIK, power bi report id generated when new report contents created, normally update/replace operations not changes its source id. If you delete the old one and create a new report with the same name and contents, it will generate a new id instead of restored the old one.
