Icon indicator previous value

Hello my friends,

This is suppose to be easy but I am in struggle. @tamerj1

For the grid I am trying to setup a conditional formatting with icons to indicate increase or decrease but viceversa.

the first row is correct but the fourth row shouldnt be indicating increase.

Example.

this is the format which is not making any sense. 

Can any of you please advise?
