I have Premium Per User without Workspace settings option

I have Premium Per User licence,

but in Power BI Service I can't see any Workspace settings for dive into the partitions of my dataset

please advice

You cannot see partition details in the Power BI Service.  You need to use XMLA endpoint tools like DAX Studio or SSMS.

I needed to create new worskpace for this option to be enabled for me.

I didn't see it metioned in   https://learn.microsoft.com/en-us/power-bi/enterprise/service-premium-connect-tools

But I need the url for this data. and according to MS documentation I need Premuim licence 😞 
"By default, Premium capacity or Premium Per User dataset workloads have the XMLA endpoint property setting enabled for read-only" 
"Workspaces assigned to a capacity have a connection string in URL format"
