HTML Viewer for Video in Report

I'm running into some difficulty using the HTML viewer custom visual to add videos to a report.

When the report is accessed online, the HTML content sometimes fail to load in.

I have found that right clicking to open the video in a new tab and then refreshing the report page tends to resolve this, but sometimes this instead brings up an Error 400 message stating that the header is too long.

 

Refreshing the browser seems to alleviate the problem, but what is causing this in the first place?

Is there a better work around?
