Gateway error: Failed to load .NET Data Provider for postgres

Recently tried to install the On-Prem gateway on a windows 2012 server to allow scheduled refreshes for my power BI datasets. When attempting to use the gateway, the following error was given

 

Failed to load .NET Data Provider.

 

After reinstalling the .NET framework, the same issue presented itself.

 

Solution:

installing Npgsql 3.2.7 (4.x did not work) solved the issue
