Estimation model-migration of SSRS reports to Power BI paginated reports

Hey experts,

My client is looking to migrate the SSRS developed Reports (Layout and Data Source queries) to PowerBI paginated Reports.  

They have asked for a model based on which the estimation can be generated for this activity.

I understand that there will be a lot of factor pertaining to this estmation, however if someone of you have worked in the similar activity please help me how can I approach succh type of requirement from them?

I have never worked on paginated reports hence asking for help.
