Error when i publish my report

Why when i use merge in power query and then i publish the report, the dataset Settings is disabled?

The "Merge" operation won't stop the gateway from being used. Could you be more specific on the datasource types of those two queries? 

 

Usually the "on-premise data gateway greyed out" is caused by 2 mentioned reasons in this thread.
