When a Power BI workspace is created, a matching Office 365 group is also created, and, I presume, all of the other Office 365 things associated with a new Office 365 group.
When a Power BI workspace is deleted, is the Office 365 groups deleted as well? What about the other related Office 365 things?
Does the behavior differ depending on how/where the group was created? For example, it might make sense that if you create a workspace in Power BI, and then delete the workspace in Power BI, all of the Office 365 things associated with it would be cleaned up and deleted. But if a new Teams team resulted in a new Office 365 group and a new Power BI workspace, the potentially unwanted workspace could be deleted without impacting the other Office 365 things.
Does the behavior differ depending on whether the creation and/or deletion happen in the UI vs through the API?
