Dedicated infrastructure

At https://azure.microsoft.com/nb-no/pricing/details/power-bi-embedded/ I can see that node A1 and A2 do not have dedicated infrastructure.

What does dedicated infrastructure mean?

P SKUs mean that you are the only customer on that particular hardware.  If the hardware performs badly then you can only blame yourself (and Microsoft).  On an A SKU you share hardware with potentially hundreds of other users, with no control whatsover over how they hammer the capacity.
