Custom Visuals PowerBI

Hello,

I have been informed that I am able to custom visuals that are not available in PowerBI's canned set of visuals and/or microsoft store. I would like to create a custom chart from scratch from either javascript, angular, or html. Is there some soft of sandbox that allows me to create custom charts and/or interactive tables that are not provided OOTB in PowerBI?
