Creating a Power BI Embedded Resource Error

Currently getting a "Bad Request 400" Error when trying to create a Power BI Embedded resource.

I've tried using different size resources (Have enough credit on trial account), tried different resource locations ( including tenants location (North Europe)) Also tried using a exsiting or new resource group and always seem to get the same message. Any ideas?

 

Error message "All provided principals must be existing, user or service principals"
