Create a 'Get Data' -> 'Service' App

Hi

I've been tasked with looking in to creating and App like the ones in 'App Source' the Get Data -> Services. Basically we want to create a dataset, with a report and dashboard (so in effect a content pack). People can get a trial of app from 'App Source' for Power BI' change the connection to use their own gateway to access the data.

I've been looking about and everything seems to point me towards embedding reports in web apps adn that isn't what my company wants.

Can someone point me at a resource for this? Or is it simply not possible at the moment?
