Content Pack Template (being deleted)

This is not the behavior I would expect and I'm wondering if anyone knows how to fix this.  Here are the steps to recreate:

1. Create a Workspace (A) and publish a "Content Pack Template" from that workspace
2. Create another Workspace (B) and bring in the "Content Pack Template
3. Create yet another Workspace (C) and bring the the same Content Pack Template
4. Delete the Workspace (C) created in Step 3
5. Create a forth Workspace (D) and attempt to bring in the Content Pack Template.

In step 5 you will notice the Content Pack Template is no longer available.  This would make sense to me if I deleted Workspace (A) which created the Content Pack Template.  Does anyone know if this is expected behavior?  To me this seems like a bug but perhaps I'm not understanding something.
