Using the Stream Graph custom visual made by Microsoft, the tooltip formatting option does not appear. This leaves no way to turn off tooltips. I tried in the new and old formatting pane. And I tried other custom visuals to see if the option appeared. I'm guessing this one is missing something to allow that option because it hasn't been updated in a while.
The tooltip that is shown seems to be a concatenation of every value for the category/stream, which is not useful and rather distracting for report consumers.
Is there a workaround to get the tooltips disabled that doesn't require recompiling code to make a new .pbiviz for the visual?
It would be helpful if Microsoft kept its custom visuals up to date with basic custom viz functionality.

Currently, you can't customize did not exist visual options. In my opinion, I'd like to suggest you contact the visual author to report this scenario and add support to tooltip options.

The visual author is Microsoft. I left a comment on the Github repo and received no response.
