Can I embedd the report (only for 2 user) without needing the power BI premium ?

We have an existing azure web application which is being used by only couple of people. 

I want to embedd a power BI report on a new page in the app but we don't have premium capacity. 

All the users do have Power BI Pro license, can I simply embed the report using access token and the user will be able to access as they already have Pro license ?
