I am trying to recreate a excel Bowler report below: I am trying to figure out the best way to achieve this look. I tried the matrix but theres no way to remove the value headers

According to your screenshot, I think you may want to hide the [Values] in matrix.
As far as I know, you can turn off "word wrap" in visual format and then reduce the width of this column in matrix to 0.
Or you can remove this column data from value field in matrix visual directly, if you don't need it.
However I think [Values] will allows your matrix to show the data more clearly, keeping it may be better.

Or, you probably could use a Report Builder report where you have some more formatting options.
