Automate Power BI report generation with variable tables from config files

I'm working with a large Snowflake database with multiple schema and a ton of tables, and need to be able to put this with a few user-defined config options into a single-graph report. I've been looking into this for about a week (Power Apps, Power Automate, Template Apps), but haven't yet found a way to make them suitable for this case. Are there relevant features I've missed, or would a standalone coded application be more suitable for this task?

    What's the purpose of that report? Will your users consume it as is, or are you expecting them to mine it for ad hoc insights?  If you know what the ultimate goal is then it will be easier to decide on the vehicle.

      They'll mostly be consuming it as is, maybe zooming and selecting points.

        Enable "Personalize visuals" and teach you users how to use it. Much easier than sending stuff around.
