• Azure Active Directory tenant which comes with Office 365. 
• Power BI Pro Account (1 Year free subscription).
• Register the native app with local URL http://localhost:42734/ through Power BI App Registration Tool and have the client ID.

From the stacktrace, the error status code is 408, a timeout error, what's going on if you call the below API in POSTMAN?
