I'm trying a condition that if its above 60% then it should bee green icon and if below should be red but I can't make it work it gives me red from 63%. What's the issue?

I tried to reproduce the error but failed. I set it to the same conditional formatting as you. Please see the screenshot below.
The data type of my field is as follows. Under such a data type, the result is correct when returned, please confirm yours. If you still have doubts, please provide more details, thank you.
