when to use "in values"

When do we use the TableX[ColumnX] in Values TableX[ColumnX]?

I have a matrix below and in the calculate measure I have to add the filter:

Calculate (....  , Table[ItemCd] in Values Table[ItemCd]) in order for the formula to work

Can the power bi gurus here explain why this is so?
