I have seen a filled 3D globe Map and I am trying to achieve the same sort of look for what I am doing with countries and populations. Im assuming its possible because of the link below but how would i go about achieving that.

I can use a filled map however when i select a country it zooms too far into the map to show just the outline of the country. i want to be able to see the continent the country belongs too and stop there.
the 3D globe chart is a nice visual but i dont want to display bar charts or heat maps. I just want to display the country name and highlight the country along with the population.
is there a way to overly the filled map ontop of the 3D globe map?

The visual that you're seeing is actually called the "Shape Map" visual. It allows you to view it by different projections such as equirectangular, mercator, or the globe that you see called orthographic. I believe it's still in preview, so you'll need to go to your options and turn it on:
Once it's turn on and based on your specific criteria, you will most likely need to import a very specific gejson/topojson file to show it at country level. You can head over to arcgis site to download a base version and see if that fits your criteria: https://hub.arcgis.com/datasets/esri::world-countries/explore and then import that into your model.
