The problem seems to stem from a rendering limitation in Power BI visuals when conditional formatting is used on a measure driven by Field Parameters. While the measure itself recalculates correctly, shown by the updated label colors, the bar fill color does not update after using the slicer, which suggests the visual is keeping cached formatting from before. To address this, try wrapping the color logic in a SELECTEDVALUE() function that references the parameter table, as this can help ensure the formatting updates dynamically.
If the issue continues after completing these checks, please submit a report via the Power BI Issues forum. This will allow the product engineering team to review and investigate the matter further.
