Last Week = CALCULATE(sum('Table'[Qty]), FILTER(ALL('Date'),'Date'[Week Rank]=max('Date'[Week Rank])-1))

Before Last Week = CALCULATE(sum('Table'[Qty]), FILTER(ALL('Date'),'Date'[Week Rank]<max('Date'[Week Rank])-1))

You can create a measure
