two Datasets in Report, need to report % completion between the 2 sets of data

Greetings,

 

I have a compleiton report that show number of completions by Division, Region company etc. One dataset is a list of individual names who have completed the second data set is a list of all employees.

 

What i need the report to show is % completion between the 2 sheets by region division etc.

 

For example this is a completion list for one divison spilt by region

So id like it show as a % of headcount from the other dataset. I currently show the headcount numbers in a seprate tab like this.

we update the list on this one regularly as employees leave so the data gets refreshed regularly.

I am a novice so please be gentle 🙂

@BBQCarl could you please share the sample data or share pbix file using one drive/google drive, remove sensitive information before sharing. It will help to provide the solution.
