relationship between two sources

Hello, I am fairly new to PowerBI and am getting stuck with a (matrix) table I need to create.

For this table I am using two sources (data streams). I need to obtain a table with the tickets of all company teams as rows, the respective teams as columns and the time effort per ticket as values. Tickets and teams are located in my one source, the time effort (as a decimal number) in the other source. I cannot get the relationship between the two sources right at the moment: the time effort remains empty in my table. How should this be set up?

Maybe one important thing to mention: there is not a dedicated column for time effort in my other data source. But I thought I could try to link the "planned effort" to another column ("tickettimespent")? Or is that not the way to get this arranged?

the question that would help you know the relationship between these two tables is the following:

 

How do you know that this row that has time effort per ticket relates to which teams or member, the answer of this question must be the relationship key between the two tables.

 

like how do you link the effor is made by which person.

I needed to add an extra table as link between both other tables (sources).
