I had the same issue when I tried to group values in the pbix file that was connected to Semantic Model (dataset) published in PBI Service. The solution is to create a group by editing Semantic Model file in PBI desktop. I hope this helps. Best regards Maciej Kiewra (qbico.pl)

I have the same issue.. Power Bi makes the simplest tasks inexplicably complicated. I would encourage everyone on these forums to migrate to Tableau.

From the screenshot you provided, I guess that your connection mode is Live Connect.
"Group" will generate a new calculated column in the data table, which cannot be achieved in DQ/LC connection mode.

Click on the Country column from the Fields pane, you will see New Group as the last option.
This opens up the dialog box to group the values.
Can you give more information on the column or the data? Are you using the latest version?

there is no "new group" from the selection. My version is Sept 2019.

As tested, we can't find "new group" feature in Power BI Service.

As tested, when we right click on bar charts, we can group data in this way
But there is no "group data" for items in a table visual.
sorry still no "new group" from the selection...
