percentage value changes when future month is selected

First thanks for the reply. I tried to create sample data in high level hope this will be fine. My question as per screen shot is that when future months are selected TP incr % Vs Pry is not changing but TP incr % Vs 2020 is changing.

All the mesures used are in are in above post.

                 when                      2020_4 not selected             2020_4 selected

      TP incr % Vs Pry                     10.0%                                   10.0% 

      TP incr % Vs 2020                   23.6%                                   21.1%  (it shuld be 23.6%)
