Nope, these option also works on dynamic datasource.
Please sort columns before add index column, then records will get correct index even if updated dynamically.

You can sort 2 columns by giving rank to 2 columns and later sort based on rank.

if i understood you say from a query editor to sort date - create a column with rank, after that sort start time and create a column with rank and after that to concatenate there 2 rank columns and sort in in visualisation after this? but it is a dynamic source, it is updated daily, i think it's not works.
