multi distinct columns into flat format

I manged to combined multiple CSV into one, but the flatening using transpose/pivot/unpivot combinations is not working (well) for me. The headings that I want are: 'country', 'month', 'year', 'quantity', 'value'.

 

The problem is that there are four months per file (one each with quantity and value as a separate column). 

Is there a way to open and combine csv files side by side? (I have 48 files)
