min median max values and stacked chart

Hi everyone, 

Trying to create a line and stacked column chart with min, med and max values of survey result by category for various partners. As you can see the y axis is being additive rather than the value for each category being the max i.e 9  Is there a measure to create a range that the functions can adhere to?
