I am struggling to reshape the size of legen into my chart. Is it possible in power bi report to reshape the size of legend.

What type of visual did you mean? Can you please share more detail information to help us clarify your scenario?

BTW, legend shapes are analytics and recognized by visual itself, you can't do custom on it. You can consider modifying your data table structure and records to indirectly change the shape of legend.

The legend that are displayed below the chart too many for now so need to scroll left or right. 
I would like to display the legend in two or more lines so that they do not need to scroll on left or right side.

Unfortaletunbly, current power bi does not support this, I'd like to suggest you submit an idea for this requirement.
