I have a plot which I am filtering using a slicer. In that slicer there are blank rows that show up as "blank" in my slicer, those rows contain some visual background data. is there a way to keep those blank rows always selected and hidden from the user? Perhaps dax is needed?

Here is a demo .
If help, try steps as below.
1.create a calculate table
Slicer = FILTER(DISTINCT('Table'[Type]),[Type]<>BLANK())
2. create a measure visual control as below
Visual Control = IF(SELECTEDVALUE('Table'[Type]) in DISTINCT('Slicer'[Type]) || SELECTEDVALUE('Table'[Type]) = BLANK(),1,-1)
3.put the measure into the visual filter pane as below
The result will show as below:

Possibly, you filter out blanks in your slicer and write a measure like:
Measure =
VAR __Selected = SELECTEDVALUE('Table'[Slicer])
RETURN
SUMX(FILTER(ALL('Table'),[Column] = __Selected || ISBLANK([Column]))
Obviously I have no idea exactly what you want so this is a concept I am conveying here.
