i'll like to do something like the picture attached, but i'm not figured out. Does anyone have done something like this ?
Having 3 layers and putting the respective projects at respective layer, and when i click on the project, it goes to the respective page navigation ?

Are you wanting to do this dynamically? I think this would require a extra/custom visual. I have a couple of ideas (single-cell SVG or abusing doughut charts) but those would not support click-through as you can't get actions (or at a pinch, URLs) at the right level of detail.
If it has fixed projects, I'd recommend prototyping the design in whatever your favourite tool is, importing as an image, and dropping navigation buttons on top.
