in excel sheet data is not in tabular form

Hi,

in excel sheet data is not in tabular form. how can i transform it to table. i.e

data is about project  and there could be different phases of it  all information is in single sheet which can be switched from one phase to other by filter in excel.  power bi takes it as tables whic is not and this distort the whole information
