import data into power BI

Are your data files stored in Azure SQL Database or Azure Blob storage,or else?

Are the Azure account and your Power BI lisence in the same tenant?

If both account are in the same tenant,

you could connect to Azure SQL Database, Azure Blob storage with Power BI Desktop,

then publish the reports to Power BI Service,

Under Setting->schedule refresh for that dataset->edit credential,

give credential for that dataset so that you can configure schedule refresh.

If If both are in the same account, please check with your Azure IT if the owner of Azure data can give permission to your Power BI account so you can access to the content from Power BI.

Please note, for Power BI Service, as it is online, whether the MS Azure is in the same tenant with your local Server or not, Power BI Service can connect to MS Azure directly, all we need is to grant correct credential to the dataset as said above.
