i cannot see export to excel in the elipses of the reports in power bi services - I want to export the data to excel from the report.
what could be the problem?

It may have something to do with the read/write permissions given to the whole group. I'm not sure how that affects export but it's the only unusual factor I can see in what you've described.

No i dont have a dashboard just a report so wanted to export that report data to excel .
The only way I know of that the export ellipsis would not show up is if you're on a pinned live page in a dashboard. You would have to click through to the full report to export.

no its not the custom visual its just the tabular report
Tabular report? You mean table visual? Matrix visual? Matrix preview visual?

OK, so when I asked what you meant by tabular report, why would you just repeat the words "tabular report?" There is to my knowledge no visual called "tabular report." There is a table visual, a matrix visual, a new matrix preview visual, and then several custom visuals that look like tables or grids of various sorts. Which one is it?
Also, I don't know what to make of "it is shared with the finance group." Are you in the finance group? Was it created by someone else and shared with you? Did you create it and share it with the finance group? How was it shared? Was it published to a group workspace? Was it published to a personal workspace and shared via dashboards? Is it a content pack?

it was created by someeon else and then shared in the group workspace with the finanace group (but i have the admin rights ) and its a table visual. I hope this information is useful @KHorseman
