how to share a powerbi file with dataset loaded in and with relationships built without any visuals

Hi, I would like to share a powerbi file with just the datasets, measures and relationships created with an empty canvas. How may I achieve this without having to share the files being imported?

You can try to share dataset to your end users in Power BI Service. 

Power BI is a collection of software services, apps, and connectors that work together to help you create, share, and consume business insights in the way that serves you and your business most effectively.

Your end user can use the dataset to create a new report in their workspace.

You should be able to do a Save As with your current pbix, delete all the visuals, and save it again.  The person you give it to likely won't be able to refresh it, but the data will be there.
