Arcgis for power bi officially said, "If your data contains location information formatted with EsriJSON, it should be displayed in the shape column. EsriJSON supports points, lines and faces.". But how to process the EsriJSON file and display polygons in arcgis maps for power bi?

This requires your map format to be TopoJSON.
Please try converting the EsriJSON file to GeoJSON and then to TopoJSON format.
