Since Power BI visualizations are built in a way that aggregates values, similar logic applies to pivot tables. To achieve a similar result, each row should have a unique identifier at the category level, which will also dictate the display order. A row number or a date can be used to ensure the data is presented chronologically. This way, it is possible to achieve a result that is almost identical to the desired one.Dax measures :
Total Budget = if(ISINSCOPE('Table'[Row id]),",MAX('Table'[Budget]))
Spent = SUM('Table'[Values])
Budget to be used = if(ISINSCOPE('Table'[Row id]),", [Total Budget]-[Spent])
