greying out color for highest number in each row matrix

I am trying to grey out highest number in each row and also within each survey type.  (so there should be two numbers in each row greyed out, one for People leader columns and one for trainer columns).    Does anyone have a DAX that would work for this...please see file and see 'recruting/onboarding' page.    Example in the first row I should see - 71% highlighted and 55% highlighted.  I appreciate anyone's assistance.

When i try to open your pbixfile on my local drive, my sever cashed.

Could you show screenshots or reduce data in your file?

To be honest, It is unsafe to share a lot of read data on a public Community.
