filtering two unlike values

All, im running product on an assembly with numerous steps from application to inspection etc.

 

On step two there is an inspection for certain items and then later down the road at step seven there is an overall inspection.

 

I am trying to filter out the failures at step seven to see who inspected the item at step two.

 

When i try to filter the failure it  will not show the data for the pass at step two becuase no defect happened in that area.

 

Any suggestions ?

@afos111 , Not very clear, but you can use +0 in your measure or try this option to show blank values

Hello amitchandak, im trying to be as descrite as possible without giving any info out. The said items are serialized and have scans in the system at each step. When clicking on the bottom graph "failures" it is filtering out that failure because the top graph is showing the passes in step two. Im trying to filter the serial number to show who inspected that failed serial number at step two.
