I have a report/project shared in one drive.
We changed the server updating the OS from 2016 to 2022.
on the 2016 everything worked fine, now, with 2022, I have this error while I'm opening the project in PowerBI desktop.
the same project in a windows 11 (updated from 10 to 11) virtual machine, in the same server works without any error.
I created a totally new windows 11 machine in the same server and it doesn't work.
I tried to open the project in another 2016 updated to 2022 and it doesn't work.
The report works fine in the service and updates without any issue.
I have already installed the last version of powerbi desktop, the last (and previous) version of the ODBC driver.
The configuration is the same in all the machines.
I've already checked every origin and they are all ok...
I don't really know how to fix this problem

OS upgrades can definitely introduce weird issues, especially with shared reports and data sources. A few things to check based on your description:
Double-check that your Windows 2022 machines (including the fresh Win 11 VM) have full access to the OneDrive location where the report is stored. Sometimes newer OS versions have stricter permission or security defaults, and the error you’re seeing (“file '', line, function ''”) might be related to not being able to access or lock the file.
ODBC Driver Compatibility: Even if you’ve installed the latest ODBC driver, some older connectors or system libraries may not play nicely with Windows Server 2022. Make sure you’re using the 64-bit version if your Power BI Desktop is 64-bit, and consider re-installing or repairing the driver.
Is the OneDrive client the same version on all the machines? I’ve seen cases where the OneDrive app version (or whether files are set to “Available on this device” vs “cloud only”) can affect how apps like Power BI can open files.
Make sure all Windows updates and .NET dependencies are installed on the new machines, not just Power BI Desktop.
Path Lengths & Special Characters: Sometimes the file path or name can trip up Power BI or the OS—especially with network drives or synced folders. Try moving the .pbix to a very simple, local folder (like C:\Temp) and see if it opens.
Try Running as Admin: As a test, try launching Power BI Desktop as administrator and see if it makes a difference.

Microsoft are listing this issue on their admin center. Service health - Microsoft 365 admin center (if you have access)
As a workaround, users with the Power BI Report Server May 2025 version can move back to the January 2025 version. Users with Power BI desktop can use the 32-bit May 2025 version or they can move to the previously released version.
