I try to reproduce, I create the following screenshot.
You can use KPI visul to display the sum of sales and target in 2016 year. And it will return the increase or decrease of the revenue with respect to target.
Then you can use a clustered column chart, select the month as x-axis, please see the following chart.
If this is not what you want, please post sample data and more details for further analysis.
