    Measure =
IF (
    HASONEFILTER ( Table1[Date].[Month] ),
    CALCULATE ( DISTINCTCOUNT ( Table1[Id] ) ),
    SUMX (
        ALLSELECTED ( Table1[Date].[Month] ),
        CALCULATE ( DISTINCTCOUNT ( Table1[Id] ) )
    )
)
