The measure to be put to the value in matrix visual
Total = SUM('Table'[Value])
Then create measure to set the icon rules
Rules = var _previousdate=MAXX(FILTER(ALLSELECTED('Table'),[Date]<MAX([Date])),[Date])
var _previousvalues=CALCULATE([Total],'Table'[Date]=_previousdate)
return SWITCH(TRUE(),OR([Total]=_previousvalues,_previousvalues=0),1,[Total]>_previousvalues&&_previousvalues<>0,2,[Total]<_previousvalues&&_previousvalues<>0,3)
Then put the measure to the conditional formatting
Then choose the measure in the field and set the rules below
