button tool tip color

Is there a way to change the button tool tip color?

No, but instead of a tooltip you can format the text on hover :The pbix with example is attached

No, You can't change the default tooltip color .
But you can add tooltip option like question mark when user hover on question mark that color you can change.
just go to general setting > header icon > enable tooltip option
you will get help tooltip there you can modify the color and size and background.

Can I make the tool tip have no background? Just show the words?

For default tooltip option you cant change anything. but with question mark tooltip you can change background color.
for above tooltip you cant modify any thing.
