Yes. ArcGis map visual is for free. However, Plus subscription for ArcGIS Maps for Power BI need to be purchased.

Yes, the use of Arcgis for Power BI, althought you get more features with a PLUS subscription 

 

 

Free vs PlusFree vs Plus

 

 

 

or you are an Arcgis Online user, because you can connect your account and use your own data and maps.

ok so we can use  the visual arcgis that we have in power bi desktop to produce a heat map
